Magellan manages the Qualified Evaluator Network and fee-for-service care coordination programs in Florida.
The Florida Qualified Evaluator Network
The Qualified Evaluator Network (QEN) was created by the 2000 Florida Legislature that amended Florida Statute 39.407 to ensure that every child and adolescent in the care and custody of the state of Florida has:
- A face-to-face evaluation by an independent Qualified Evaluator prior to admission to a psychiatric residential treatment facility
- A subsequent review of progress toward treatment goals at 60 days post admission and then every 90 days thereafter
The purpose of the independent evaluation is to determine the suitability for a residential level of care and appropriateness of treatment.
Magellan manages a network of Qualified Evaluators who perform the independent evaluations on children who are in the care and custody of the state of Florida and being placed, or already living, in a psychiatric residential treatment facility or therapeutic group home.
Florida fee-for-service care coordination
Magellan provides fee-for-service (FFS) care coordination services for FFS Florida Medicaid recipients receiving Statewide Inpatient Psychiatric Program (SIPP) or inpatient behavioral health services with an out-of-state residential treatment provider. FFS care coordination services are essential to ensure that recipients receive the necessary services and quality treatment to ensure they do not remain in this restrictive level of care longer than needed, and that proper discharge planning occurs.
